Accepting one of the recommendations of the Inter-Ministerial Task Force,  that deliberated on the recommendations of the National Committee headed by Prof. P.K.Bose, Mathematical Sciences Programme was initiated under SERC in the year 1993

VISION FOR R & D IN MATHEMATICAL SCIENCES

The  format for of R&D proposals  are same as  SERC format given on website  whereas the format for submission of Training programe and SERC schools are as follows;

TRAINING PROGRAMMES
 

(UNDER MATHEMATICAL SCIENCES PROGRAMME OF SCIENCE & ENGINEERING RESEARCH COUNCIL (SERC),  DEPARTMENT OF SCIENCE & TECHNOLOGY, GOVERNMENT OF INDIA, NEW DELHI - 110 016)

1. Introduction: Since all the activities under this programme are part and partial of the SERC, they must cater to its objectives which, broadly, are the following:

(i) To promote research in newly emerging and frontier areas of science and engineering including multidisciplinary fields.
(ii) To selectively promote the general research capability in relevant areas of science and engineering taking into account capability of the host institutions.
(iii) To encourage young scientists to take up challenging R&D activities.
(iv). To give special encouragement to active scientists from relatively small and less endowed University Departments and Institutions.

 With the above objectives in mind, training programmes for different levels and  topics with suitable duration may be conducted. In case of Mathematical Sciences which covers Mathematics, Statistics and Theoretical Computer Science, already training programmes have been conducted for undergraduate students (to expose them to advanced topics through renowned resource persons),  training workshops in specified topics covered under thrust areas, and research level group discussions in highly specialized areas. However, in view of the experience with the past activities, it became necessary to prepare guidelines for different activities and formats for the application forms to avoid subsequent correspondence and  consideration of unsuitable proposals. It may be noted at the outset that, foreign travel is not provided under this programme.

2. Thrust areas: In order to concentrate activities in some of the emerging and frontier areas, an extensive exercise was carried out to identify ten areas in which R&D and other developmental activities including training require special attention. The ten identified thrust areas, for Mathematical Sciences,  are as follows:

(1) Computational aspects of geometry and algebra

(2) Numerical schemes and qualitative properties of solutions of differential equations

(3) Stochastic process modelling

(4) Deterministic control theory

(5) Exploratory data analysis

(6) Dynamical systems

(7) Game theory

(8) Combinatorial optimization

(9) Spectral and inverse spectral theory

(10) Wavelet analysis

2. Training programmes and related developmental activities may be categorized as follows:

(1) Exposure to advanced topics (not covered under normal syllabi of the courses at that level) to the Undergraduate Students:

(2) Training Workshops in specific thrust area topics (meant for research scholars and young faculty members)

(3) Workshops for application of  tools and techniques of mathematical sciences in other disciplines

(4) Research level group discussions on specific topics involving experts and young researchers in a particular area.

3. Basic requirements in respect of different components of a proposal for  the training activities under Mathematical Sciences Programme:

The manpower development is an essential component of any dynamic system. It is more so applicable for the mathematical sciences in view of their vast expanses and fast growth. As  the manpower development activities under this programme are primarily directed to strengthen the research capability in frontline and emerging areas, following points must be kept in mind while seeking support:

(i)     The topic chosen for training (a) must be  from the emerging/frontline areas, and (b)   must be focused one. Each component activity  must be clearly defined. Loose ended  proposals and those  related to  classical topics will not be considered under this programme.

(ii)    The coordinator of the programme must be an active researcher in the area.

(iii)   Resource persons must be carefully chosen by virtue of their established record of research in the respective area. In case of training of undergraduate students, their communication skills must also be given due consideration.

(iv)  Trainees must be chosen  from those having or expected to have keen interest in the topic. For this purpose, the applicants for training be asked to fill up  a questionnaire  to be devised in consultation with DST. The answers to these questions must be given due consideration along with their past record including academic performance (in case of young entrants). Thus only their past academic performance shall not be sole criteria for selection.

(v)    Level of chosen trainees must be as uniform as possible. It is not practical to  impart intensive training programme to a mixture of  trainees with vast variation in their IQ as well as past exposure. Resource persons must be apprised well in advance about the level of trainees so that they should prepare training material accordingly.

3. Duration: As the activities under this programme have specific end objectives, the duration   depends on the  requirement of the course content. However, in general, these should be of two to four weeks duration.

4. Choice of the Venue: As the objective is two fold: (i) to enhance research manpower strength in the topic, and (ii) to equip the participants with the latest tools/techniques to enable them to leap to state-of-the-art position, therefore the venue be either an advanced institute (providing an opportunity to get best exposure) or a place with physical proximity to  most of the involved persons including the trainees.

5. Documents required with the application:

(a) A Certificate from the Head of the Institute incorporating the following:

(i) The Institute undertakes to financial and other management responsibilities and shall act as enumerated in the conditions of the grant which includes timely submission of audited Statement of Expenditure/Utilisation Certificate, refund of unspent balance, required reports/proceedings, etc.

 (ii) In the unforeseen developments in some or all programme components including the non-availability of the proposed coordinator/co-coordinator, alternate arrangement shall be made for conduct of the proposed activity smoothly and as per schedule in all respects.

 (iii) Availability of required facilities, clearly spelling out the nature (in gratis or hire) and the cost wherever applicable. The facilities required may be: resource persons, lecture rooms/halls, lodging and boarding facilities, conveyance and communication facilities, office assistance including Xeroxing, typing, etc., library/computing/ laboratory facilities, etc.

(b) A Certificate from the Co-ordinator and Co-Coordinator incorporating the following:

(i) The proposal has not been submitted anywhere else for the support. In case where partial support has been sought, a true statement has been made about the support sought from other organizations.

(ii) Undertaking to abide by the conditions of the grant and submission of all reports/returns including submission of SE/UC and refund of balance as per conditions of the grant.

(c ) Certified copies of the following documents are required to be submitted by a Registered Body, in addition to the other requirements:

(i) Registration Certificate;  (ii) Memorandum of Association;    (iii) Bye-laws;   (iv)  Audited Statement of Accounts of preceding three years;  (v) Latest Annual report;   (vi) Present  Executive Committee constitution, and (vii) Name and address of the official authorized to receive and manage the grant.

(d) Resource persons must be strictly the experts having proven experience in the area of proposed activity. The Coordinator will provide following information::

 (i) List of topics and corresponding resource persons

(ii) Past achievements of the resource persons in the topics assigned to them;

(iii) Concurrence of the resource persons to be available for the proposed activity as per the defined schedule, and that they understand that that the lecture notes prepared for the activity shall be the property of DST;

(iv) Undertaking from the resource persons to the effect that 

-         they will submit the lecture notes about three weeks in advance, and

-         the lecture notes shall specifically be prepared for the proposed activity and shall not be copied from already available published or unpublished  literature.

SERC SCHOOLS

[Under Mathematical Sciences Programme (SERC) of DST]

The Mathematical Sciences Programme is one of the programmes of the  Science and Engineering Research Council (SERC), an apex body through which the Department of Science and Technology (DST), Govt. of India promotes R&D programmes in newly emerging and challenging areas of science and engineering. SERC is composed of eminent scientists, technologists drawn from various universities/national laboratories and Industry. SERC is assisted by  24 Programme Advisory Committees (PACs) in various disciplines of Science & Engineering. One such PAC is concerned with Mathematical Sciences which covers Mathematics, Statistics,. Operations Research and Theoretical Computer Science.

An extensive exercise was carried out to identify ten emerging and frontier areas in which higher emphasis be given for R&D and  training. The ten identified thrust areas, for Mathematical Sciences,  are as follows:

(1) Computational aspects of geometry and algebra

(2) Numerical schemes and qualitative properties of solutions of differential equations

(3) Stochastic process modelling

(4) Deterministic control theory

(5) Exploratory data analysis

(6) Dynamical systems

(7) Game theory

(8) Combinatorial optimisation

(9) Spectral and inverse spectral theory

(10) Wavelet analysis

 In order to build strong  research manpower base for strengthening research activities in the  emerging and frontier areas of science and engineering including multidisciplinary fields by imparting intensive training in a specific topic to a group of young scientists through best resource persons available, preferably, within the country, organization of SERC Schools as a national level activity  was initiated in the year1988. In each broad subject area, upto five SERC schools may be organized, each on a specific topic within that broad subject area. However, initially even one  school may be proposed and subsequently, on the basis of the success of the same, further schools may be organized.

Information related to these schools is given in the following paragraphs.

1. Objectives:

(i) To create awareness about exciting developments taking place in the chosen topic;

(ii) To speed up learning process at the advanced level by intensive courses at the school;

(iii) To encourage young scientists take up research in the identified thrust areas;

(iv) To organise the process of bringing out inexpensive publications based on the lecture courses given at the schools.

(v) To organise inter-school activities in the form of brain-strorming sessions, seminar and workshops;

(vi) To arrange visit of specially talented students spotted during the schools to a place of their choice and to work with the scientists of their choice upto  a maximum of 6 man-month per year, in each subject area;

(vii) To establish linkage with similarly motivated national and international centres and institutions running similar school programmes for cooperation, collaboration and collateral financial and infrastructural support for holding of schools as well as for inter-school activities and publication of course materials.

2. Planning Mechanism/Guidelines:

(i)  Each school must be planned meticulously and announced at least 12 months in advance. There must be continuity in planning the topics to be taken up in successive schools. For each topic at each school the best available resource persons in the country at that time should be sought. Resource persons from foreign countries can be considered in exceptional and unavoidable situations.

(ii)  The topics covered at the school should be at the level accessible to Ph.D. students who have completed one or two years work after the M.Sc. The temptation to cover material that ought to have been assimilated at the M.Sc. level must be avoided.

(iii) Each school should be of three to four weeks duration depending on the requirement of the topic and background of the target group.

(iv) Upto 40  young scientists, between the age-group 22-35 years at research scholar/Ph.D. level, will be carefully selected on an all-India basis to form a coherent group.

(v) The emphasis at these schools should be more on advanced courses of lectures each of sufficient length by  a single lecturer to establish her/him to go into the subject deeply and in a coherent way, and less on individual seminars by a large number of speakers and participants. (Activity of the latter kind could be taken up at brain storming sessions, workshops and seminars of shorter duration as an inter-school activity).

(vi) A course of lectures (also practical sessions wherever applicable) should be carefully designed to cover essential course to enable trained persons to take up research work in that area. Notes should be prepared carefully to make them self explanatory,  comprehensive going deep in the subject in a coherent manner. These should include as many relevant references as possible and should be distributed to the participants  in advance so that they study them before attending the corresponding lectures. The resource persons will be specifically informed that these lecture notes will be prepared for the concerned school only and will neither be a copy of published material nor will be published elsewhere to avoid problems relating to copyright. The resource persons will prepare lecture notes in a standard format in camera-ready form for publications of the proceedings of the schools.

(vii) The lectures on a particular topic must maintain continuity and one topic should be covered by one resource person only.

(vii) Schedule should be designed in such a way that each resource person takes at least three lectures and each out-of-the-station resource person covers his/her assignment in a single stretch.

(viii) The planning of academic aspects of the schools should emphasize continuity from one school to the next and should be treated as independent of choice of location of each school

(viii) The lecture notes will  be edited and published as proceedings, preferably with the help of reputed publishers of technical books, at reasonably low cost so that their advantage is taken by others working in the area.

(ix) A comprehensive publication programme would also be evolved. Monographs of highly selective lectures notes in addition to proceedings can also be considered for publication.

(x) Based on their performance, a few outstanding participants (upto a maximum of six students) may be considered for a one-month Visit to a good institution of their choice and to work with the scientists of their choice within the country after the completion of the school.

(xi) Special brain storming sessions/seminars and workshops should also be organised with selected students and resource persons to enable the research students and the resource persons to have continuous contact with one another.

3. Organisational set-up

The organisational set-up for conducting the schools would have the following components:

(iPlanning/Steering Committee:

Composition: For each school, a  planning/steering committee consisting of Director and Co-Director of the proposed school, two experts in that topic and  DST representative would be constituted. Additional experts (at most two more) may be co-opted if felt necessary.

Responsibilities of the Planning/ Steering committee:

(a) It will be constituted by DST soon after the approval for school is accorded and will meet as soon as possible to work out every detail about the school,  course material, resource persons, programme of component activities, performance assessment procedure, a few prizes for best performing students, feedback mechanism from students regarding school management and resource persons,  budget, etc. It will have overall responsibility for conducting the school and evaluation of the overall success of the school, etc. Planning Committee may constitute sub-committees for specific purposes as it  considers the necessary.

(b) It will suggest 

·         the names of the editor  and publisher of the proceedings, and

·         short duration seminars/workshops of less than a week’s duration, consisting of  at most, 50 participants to be held in between the schools and seek proposals in respect of the same 

for consideration of PAC.

(c) Dissemination of information about the various schemes of DST to the participating young scientists by the DST representative.

(ii) Role of PAC

(a) Deliberate to identify  possible topics in thrust areas and  scientists who may be approached  for submitting the proposals for SERC schools in proactive mode.

(b) Consider  the proposals and all related aspects of proposed schools for recommendation.

(c) Make efforts for organisation of SERC schools in all  the identified trust areas uniformly.

(d) Periodic review the  effectiveness and performance of schools and suggest improvement.

(iii) Role of DST

                Keeping in view the importance of SERC schools and to avoid  delays, SERC  delegated power to the Chairman, SERC for according financial sanction to schools on the basis of PAC recommendation in its 47th meeting held on 29th Feb –1st Mar, 1988 with  SERC being informed of all such sanction at the earliest opportunity.

In addition to normal activities for promoting the programme, the following are the activities related to SERC schools:

(a) Constitution of Planning /Steering Committee of approved schools.

(b) Action related to the publication of the  newspaper advertisement through DAVP

(c) DST will also provide funds

·   for holding of school programme to the concerned Institute which will include funds for running the schools, travel and other expenses for the selected young scientists, grants for additional equipment/books, TA/DA, honoraria for resource persons and other facilities considered essential for the schools, meetings of Planning/Steering Committee, bringing out directory of young scientists participating in  schools;

·   to allow a few selected participants from each school to spend short periods at institutions of their choice to work with individuals of their choice by mutual consent upto a total of six-month per year;

·   for publication of proceedings through the organizing institute or otherwise and dissemination of the same;

·   for holding of specialised seminars/symposia, brain-storming sessions as inter-school and part-school activities on selective basis following recommendation of  Planning/Steering Committee and PAC.

(d) Active role in publication and dissemination of the proceedings.

(iv) Role of Organising Institute:

After the proposal is formally approved by DST,

(a) Organisaion of the meetings of Planning/Steering Committee.

(b) Work-out detailed programme along with the timeframe for all the component activities.

(c) Give wide publicity through circulars regarding the school inviting applications from interested persons.

(d) Provide draft advertisement for publication in the newspapers to DST for further action.

(e) Constitution of a Selection  Committee  which will have a DST representative  for selection of the participants.

(f) All arrangements related to school including intimation to all the applicants, arrangements for boarding/lodging of participants, meetings of Planning/Steering Committee, related correspondence, preparation and distribution of set of lecture notes, etc.

(g) Provide access of library and other necessary facility to participants.

(h) Take all related actions including organisation of the  meetings of  the Planning/Steering Committee.

(i) Constitute a Local Organizing Committee for coordinating the school related activities and manage functional components, etc.

(j) Preparation of final report about the school which will include information about  all the components of programme including the feedback of the participants.

(v) Assessment of  impact/outcome (to be done by Organising Institute, Planning/ Steering Committee and PAC)

(a) Visible benefit to the students in the form of better understanding of the science.

{b) Emerging of newer younger talents receiving training through this programme.

(c) Generation of research projects from the scientists participating in this training programme

(d) Availability of inexpensive high quality technical publications in the identified areas of courses in the form of publications of proceedings and monographs. This will make DST-SERC efforts more visible and widely known.

4. Budgetary Provisions:

DST will provide funds for the following items:

(i) TA/DA to Resource Persons as per Govt. of India norms (will be as per their entitlement and limited to  economy class air-fare by shortest route plus taxi fare for the travel enroute to the venue of the school)

(ii) TA limited to sleeper class train fare (bus fare between the places not connected by train or where timimngs are inconvenient) plus local scooter fare enroute to reach the venue of the school in respect of the participants.

      (iii) Honorarium:

·         Director of the School  Rs.5,000/-

·         Co-Director of the School  Rs.4,000/-

·         Resource persons @ Rs.250/- per lecture and @Rs.20/- per page for preparation of lecture notes not exceeding  twenty  A4 size pages including diagrams and graphs with text  typed at single space

·         Supervisors of problem sessions @ Rs.150/- per hour

·         Support personnel as per the host Institute’s norms

     (iv) Lodging/Boarding charges for participants

     (v) Local Transport

     (vi) Stationery/postage/printing of brochure/bags/writing pads/pen etc                

     (vii) Preparation of sets of lecture notes for distribution among participants

     (viii) Prizes (books) to  top three participants costing around Rs.3000/-, Rs.2000/- and Rs

              1000/- respectively.
